In the House, Chairman Bob Goodlatte, R-Va., reintroduced the Innovation Act, which passed the House with 325 votes last Congress. And in the Senate, Chairman Chuck Grassley, R-Iowa, and Ranking Member Patrick Leahy, D-Vt., have just introduced their companion legislation with a strong bipartisan group. While this is notable progress, and we can expect more in the weeks to come, there is still quite a lot of process left to grapple with before Congress can get a bill to the president to sign....
