In the past, the pay threshold for employees to claim overtime was very low, and many home care providers didn't qualify. For example, domestic workers who made more than $23,600 per annum ($455 per week) and played a more supervisory role in a home were exempt from being paid for overtime hours. These domestic workers — who often supervised at least two employees — were classified as "managers," despite making meager salaries....
