Law360, New York (June 21, 2012, 8:17 PM ET) -- The Philadelphia City Council unanimously endorsed a new rule Thursday that would require owners and tenants of large commercial spaces in the city to record their electricity and water usage in an online government database that tracks building energy efficiency.
