Law360, Houston (March 15, 2013, 9:24 PM ET) -- A Texas federal judge ruled Tuesday that the city of Galveston and state officials could set the conditions for purchasing hurricane-damaged houses under a federal grant program, dismissing a suit by a group of homeowners who say they were denied buyouts.
U.S. District Judge Melinda Harmon found that because the locally administered grant program offered through the Federal Emergency Management Agency allowed state officials to determine which houses qualified for the funds, excluded homeowners had no right to complain.
