Fla. Gov. Scott Signs Public-Private Partnership Bill

Rick Scott signed a bill Thursday that will establish statewide guidelines for local governments that want to enter into public-private partnerships, an increasingly popular means to fund, build and operate infrastructure for transportation, aviation, health care and other public uses.
