    Fed. Circ. Denies Customs Worker Special Pay For Nat'l Guard

    National Guard members serving during a declared national emergency do not necessarily qualify for special pay available to federal employees who go to serve in the military, the Federal Circuit ruled Friday, saying a national emergency isn't a "contingency operation" required for the pay.
