An American broadcaster's obligations to pay a reporter extended beyond the expiration of a special occupation visa, the Ninth Circuit held Tuesday, because a labor condition application governed the scope and duration of his employment.

The U.S. Department of Labor called on the Ninth Circuit to uphold a lower court's determination that a Farsi-language broadcaster's obligations to pay a reporter for his work extended beyond the expiration of his visa.
