A New York federal judge won't reconsider a suit accusing competitors of Concord Associates LP of running a Catskills-area monopoly by shutting out competing bids to develop a $750 million racing, hotel, casino and golf course complex, saying Monday that Concord only has itself to blame for declining to amend its complaint.
