A New York federal judge won't reconsider a suit accusing competitors of Concord Associates LP of running a Catskills-area monopoly by shutting out competing bids to develop a $750 million racing, hotel, casino and golf course complex, saying Monday that Concord only has itself to blame for declining to amend its complaint.

Concord Associates LP has urged a New York federal court to revive its suit alleging rival developers of a $750 million racing, hotel, casino and golf course complex in the Catskills region colluded to create a monopoly and shut out competitors, according to court documents unsealed Wednesday.
