    The Fifth Circuit on Thursday reversed a lower court's injunction against Texas Secretary of State John Steen in a lawsuit challenging voter registration restrictions passed by the Texas Legislature in 2011, holding that the plaintiffs couldn't show that the provisions in question were unconstitutional.
