    DC Circ. Says FLRA Erred In Telework Bargaining Ruling

    The D.C. Circuit on Tuesday set aside a Federal Labor Relations Authority ruling that said the U.S. Department of Agriculture did not need to negotiate over a union's proposal to increase employees' telework days, saying the authority didn't reasonably explain its conclusion that the proposal affects management rights.
