    Three unions representing federal government employees urged a D.C. Circuit panel Wednesday not to revisit a decision that invalidated a Federal Labor Relations Authority policy change that limited what the unions could bargain over, saying the court correctly ruled that the FLRA didn't adequately explain why it was necessary.
