A federal employees union's suit over a Federal Service Impasses Panel's decision regarding a stalemate in contract negotiations with the U.S. Department of Housing and Urban Development may not proceed in court, a D.C. federal judge ruled, saying it lacks jurisdiction over the union's claims.

A Washington federal judge said Tuesday that he is "not inclined" to grant a federal employees union's request for an injunction that would block decisions the Federal Service Impasses Panel issues on the grounds that the panel's members were unconstitutionally appointed.
