In 2016 Hillary Clinton won nearly three million more votes than Donald Trump, a full two percentage points more of the popular vote. Although the U.S. Constitution makes it possible for minorities to prevent the majority from taking an action, nowhere else in American government can a minority impose or take a positive action against the will of a plurality or majority.
