China proposes unified internet rules covering AI, platforms, content services

The draft would replace a narrow regime focused on market access with a comprehensive rulebook governing the full lifecycle of online information services. Expanding the regulation from 27 articles to 94, it incorporates obligations previously scattered across dozens of sector-specific rules, including those covering recommendation algorithms, generative artificial intelligence and livestreaming, into a single administrative framework.
