Indonesia's antitrust body warns fuel import limits risk entrenching Pertamina dominance

( September 19, 2025, 04:33 GMT | Official Statement) -- MLex Summary: The Indonesian Competition Commission, or KPPU, said the policy to limit imports of non-subsidized gasoline have led to fuel shortages and the loss of consumer choice, entrenching state-owned Pertamina’s market dominance. The Ministry of Energy and Mineral Resources capped import growth at 10 percent of 2024 volumes under a July circular. The KPPU said on Thursday that the policy forced private companies, such as Shell and BP, which account for only 1–3 percent of the market, to rely on Pertamina Patra Niaga, which already controls about 92.5 percent. Using its Policy Competition Checklist, the regulator flagged potential risks of market foreclosure, discrimination in pricing and supply, and inefficiency from underutilized private infrastructure.
