South Korean regulator issues first privacy guidelines for generative AI use, development

( August 6, 2025, 08:00 GMT | Official Statement) -- MLex Summary: South Korea’s privacy regulator has released its first guidelines for handling personal data in the development and use of generative artificial intelligence, aiming to clarify how the country's privacy law applies throughout the AI lifecycle. According to the Personal Information Protection Commission, the guidelines set legal and safety standards for four stages — purpose setting, strategy development, AI training and development and deployment and management — plus governance requirements led by a chief privacy officer. They cover commercial API-based LLMs, fine-tuned open-source models and fully self-developed systems, with detailed advice on lawful data use, multi-layered safeguards and user rights protection. The regulator said the document draws on actual enforcement cases and policy experience, and will be updated regularly to reflect technological and regulatory changes.
