However, members of the Organization for Economic Cooperation and Development, including 28 European countries, negatively affect other countries’ ability to reach the same goals by outsourcing "numerous negative environmental and socioeconomic impacts" to poorer countries, according to the UN’s International Spillover Index. As rich countries have in aggregate harmed the environment more than poorer ones, they should take the lead in reducing emissions and compensate affected nations, the report said.Full report attached:...
