A D.C. federal judge tossed an Angolan energy company's lawsuit against Angola over a canceled $1.1 billion power plant project, ruling Tuesday that the suit belongs in the southwestern African country and that Aenergy SA is forum shopping in jurisdictions that have "a tenuous connection" to the case.
