    The Fourth Circuit said Thursday it won't reinstate a Marshalls employee's suit accusing a co-worker of sexually harassing her by hugging her and touching her arm, saying a lower court didn't jump the gun by ruling that the co-worker's alleged conduct wasn't bad enough to sustain the case.
