New York Downtown Hospital has agreed to pay $13.4 million to settle allegations that it paid kickbacks to Missouri-based SpecialCare Hospital Management Corp. for referrals of Medicaid patients to its inpatient drug and alcohol treatment services, according to a settlement made public Wednesday.
