A federal judge said Friday he won't certify a question to Oklahoma's high court about the fiduciary relationship between Western Farmers Electric Cooperative and its members, in one member's suit accusing it of trying to monopolize the state energy market.

Power distribution cooperative People's Electric Cooperative has sued a generation and transmission cooperative to which it belongs, Western Farmers Electric Cooperative, alleging it planned to charge different electricity prices to different members and tried to monopolize the Oklahoma electricity market.
