A Pennsylvania federal judge on Thursday denied a bid by several migrant farmworker organizations to force the Department of Labor to discontinue invalidated 2008 regulations that govern applications for the employment of foreign workers under the H-2B program, saying the agency's interim use of the rules was reasonable.
