A circuit panel has ruled that certain employees of the city of Atlanta are entitled to qualified immunity in a lawsuit accusing the city and a Clear Channel Communications Inc. subsidiary of bid-rigging contracts for the advertising displays at Hartsfield-Jackson International Airport.

A federal judge has denied most of the motions for summary judgment filed by Atlanta and a subsidiary of Clear Channel Communications Inc. in a suit alleging the city and media giant conspired to keep other bidders out of a contract for advertising in the city's airport.
