A San Diego power company on Friday asked the Ninth Circuit to affirm a lower court order denying environmental groups' request for an injunction on a $2 billion, 117-mile power line, saying sufficient environmental review has been taken.

A California federal judge refused Thursday to halt construction of a 117-mile transmission line, finding that plaintiffs had not demonstrated they would likely win a suit arguing federal officials did not properly assess the $1.9 billion project's environmental repercussions.
