A federal judge has refused to certify a group of enrollment counselors' wage-and-hour suit against the University of Phoenix as a collective action, instead transferring the employees' federal claims to a first-filed action in another court.

A University of Phoenix Inc. enrollment counselor has made a bid for collective certification in her case alleging that, through the use of a dual bookkeeping system, the Web-based school underpaid counselors for overtime hours worked.
