A federal judge has delayed approval of a deal between the U.S. Securities and Exchange Commission and Joseph P. Collins, the former attorney convicted of fraud in the $2.4 billion scheme that brought down brokerage giant Refco Inc., saying he wants to see what the judge overseeing the parallel criminal case orders for restitution.
