A unit of Royal Dutch Shell PLC agreed to pay $11 million Friday to shift workers at five California refineries who claimed the company failed to provide off-duty meal periods and separation pay in violation of state laws.

A federal judge has allowed a proposed class action accusing Shell Oil Co. of failing to provide meal breaks for employees at a California refinery to go forward, though she dismissed a claim of failure to pay wages on termination.
