A Virginia federal judge refused Wednesday to dismiss the bulk of a suit alleging Garmin International Inc. violated a trade secrets agreement and publicly disclosed Beacon Wireless Solutions Inc.'s technology for monitoring vehicles, trimming an implied contract claim he found was preempted.
