A Pennsylvania federal judge on Thursday denied a proposed settlement of multidistrict litigation in which Comcast agreed to pay $15.5 million to resolve claims it forced premium subscribers to rent set-top boxes, saying the subscribers haven't come up with an effective way of determining who belongs in the putative class.
