An Ohio federal judge on Tuesday refused to clear insurance broker Willis North American Inc. of claims it misled Momentive Specialty Chemical Inc. about its handling of coverage for a 2004 oil spill off the coast of Brazil.

Chartis Specialty Insurance Co. can't escape Momentive Specialty Chemicals Inc.'s lawsuit pursuing coverage for claims arising from a fuel oil spill in Brazil resulting from a tanker ship explosion, an Ohio federal judge ruled Monday.
