An Arkansas federal judge refused on Thursday to grant conditional collective action certification to a "breathtakingly broad" class of workers in an overtime case against Welspun Tubular LLC and Welspun Pipes Inc., ruling that the plaintiffs hadn't met the modest requirements for notice-stage certification.
