An engine certification consultant agreed Thursday to a $3.6 million penalty to resolve a government suit alleging his now-bankrupt firms submitted false information to win Clean Air Act approval for the import of Chinese off-road vehicles that violated federal emissions standards.

The U.S. Environmental Protection Agency on Wednesday accused California-based MotorScience Enterprise Inc. of submitting inaccurate information to win Clean Air Act certificates that allowed four of its clients to improperly import recreational vehicles that violated federal emission standards.
