OneBeacon America Insurance Co. on Wednesday claimed it had no duty to defend NextG Networks Inc. against a California state board's investigation into whether NextG insufficiently maintained utility poles that fell and sparked a nearly 4,000-acre fire in Malibu, Calif., in 2007.
