A Pennsylvania federal judge on Thursday said a former employee of construction supply company Schuylkill Products Inc. has proven his case against one of the company's owners for his part in a $136 million fraud scheme involving hundreds of transportation-related contracts set aside for small, disadvantaged businesses.
