A coalition of environmental groups urged an Illinois federal judge Tuesday to block a proposed settlement between the U.S. Environmental Protection Agency and a Chicago-area water district, claiming a massive tunnel and reservoir project being built by the city won't do enough to keep wastewater out of local rivers and Lake Michigan.

Three environmental groups lodged an intervenor complaint in Illinois federal court Monday in a U.S. Environmental Protection Agency suit against Chicago's wastewater management district, claiming a consent decree reached by the two parties should be rejected because it does not adequately address damages caused by untreated sewage discharges.

The agency charged with managing Chicago's wastewater agreed Wednesday to settle Clean Water Act claims filed by the U.S. Environmental Protection Agency by building a series of projects, including green infrastructure projects, aimed to stem the flow of pollution into the city's waterways.
