Two environmental groups on Wednesday said they are appealing a California federal judge's decision to uphold the Tahoe Regional Planning Agency's update to the lake's regional plan, which the groups say will open up more than 300 acres of land for development.

The Sierra Club and the Friends of the West Shore on Thursday asked a California federal judge to stop the large-scale expansion of a Lake Tahoe resort, saying Placer County and its planning agency circumvented the regional plan and ordinances by pushing through their approvals for the project.
