The Ninth Circuit on Thursday refused to revive a proposed class action accusing PayPal of violating the Telephone Consumer Protection Act by sending users unsolicited text messages, following a hearing in which a judge said the claims were among the "silliest" he's encountered.

PayPal Says Users Consented To Contact By Phone
PayPal Inc. urged a California federal judge Wednesday to toss a putative class action accusing the site of illegally sending users unsolicited text messages, arguing that the users consented to receiving auto-dialed or prerecorded calls by voluntarily providing PayPal with their cellphone numbers.
