A Pennsylvania magistrate judge Thursday rejected bids by industrial glass and chemicals supplier PPG Industries Inc. and a local borough to dismiss an environmental suit accusing PPG of illegally discharging arsenic, lead, mercury and other pollutants into the Allegheny River.
