A federal judge on Monday halted Texas' attempt to cut off health care funds to affiliates of Planned Parenthood, saying the push by opponents of abortion rights likely runs afoul of free-speech protections.

Nine branches of Planned Parenthood sued Texas on Wednesday, claiming that a law barring the state Women's Health Program from funding clinics affiliated with abortion providers — a law that caused the federal government to revoke Medicaid funding for the program — is unconstitutional.
