Biotech financier David A. Blech will pay $1.03 million in disgorgement for his role in a scheme to manipulate stock prices, according to a settlement with federal regulators approved by a New York federal judge Thursday.

Biotechnology financier David Blech, who pled guilty Wednesday to securities fraud for manipulating the stock prices of two biotech companies, will now have to face off with the U.S. Securities and Exchange Commission over the same scheme.
