    An Alabama federal court has ruled that the Tennessee Valley Authority could be held liable for asbestos exposure to a woman whose husband had worked as a cleaning laborer for more than two decades at a nuclear facility it runs, the first ruling of its kind in the state to find that the authority owes such a duty to nonemployees.
