A Wisconsin federal judge on Tuesday trimmed a lawsuit that skewers the federal government for a $1.7 billion Milwaukee highway project that civic groups said will amplify racial segregation, noting the groups cannot invoke environmental law to enforce the Civil Rights Act.

Two community groups filed suit in Wisconsin federal court Monday challenging the government's approval of a $1.7 billion Milwaukee highway project, saying it will exacerbate regional racial segregation and impact air quality and water resources in violation of civil rights and environmental laws.
