    Cellphone users accusing certain text message service providers of fraudulently enrolling them in monthly subscription plans failed Monday to convince a California federal judge to certify consumers in the suit when he found that the plaintiffs did not sufficiently show all proposed class members had not agreed to such subscriptions.
