A California federal judge on Wednesday dismissed Los Angeles' challenge to dust mitigation measures ordered by the state that have allegedly cost the city's water customers $1.2 billion, ruling that environmental regulators have the authority to force the city to limit particulate matter emissions levels.

California's Air Resources Board and State Lands Commission told a federal court Tuesday they should be released from a lawsuit the city of Los Angeles brought over a dust-mitigation dispute in the state's remote Owens Valley, arguing they are immune from suit and the city lacks standing to sue as a political subdivision of the state.
