A South Dakota federal judge declined Thursday to let a proposed class of Cheyenne River Sioux tribe members muscle in on a $290 million government compensation fund related to the construction of a hydroelectric dam, saying Congress didn't intend for individuals who lost land to be paid directly.

A group of Cheyenne River Sioux tribe members hit the U.S. with a putative class action in South Dakota federal court Monday on behalf of landowners they claim were shortchanged by a $290 million compensation trust related to the construction of a hydroelectric dam.
