A Washington federal judge on Tuesday ruled that a man who was imprisoned in Cuba for his pro-democracy work on a U.S. Agency for International Development contract could not sue the U.S., which has sovereign immunity from the negligence damages sought in the suit.

A government contractor sued the U.S. Agency for International Development and contracting company Development Alternatives Inc. in Washington federal court Friday, claiming their failure to warn him about the risks of his project in Cuba landed him a 15-year prison term there.
