A pair of Florida companies have agreed to pay up to $6.5 million to settle a proposed class action alleging they sent spam text messages to thousands of cellphone numbers taken from public voting records, according to a motion filed in Florida federal court Tuesday.

The Mosaic Group and Palm Beach Mall Holdings Inc. reached a $6.5 million settlement Tuesday in Florida federal court to end a class action claiming the companies violated the Telephone Consumer Protection Act by sending unwanted text messages promoting a new mall.
