The U.S. Department of Transportation, Illinois Department of Transportation and Federal Highway Administration on Friday said they will appeal an Illinois federal judge's decision to put the brakes on a $1.2 billion toll expressway linking two interstates in Illinois and Indiana, south of Chicago.
