    Nevada Power Co. urged a federal judge Tuesday to deny a bid for over $1.3 million in attorneys' fees and costs following a settlement over alleged toxic waste from the company's power plant, saying a tribe and environmental group can't be considered prevailing parties entitled to such an award.
